The job in hand is to file away twigs, bumps and other small growths on 15mm diameter hazel branches to leave a smooth-ish surface so guessing a set of files will work, first to remove larger bits then to file smooth.

Don't have any files so this is new to me. Any advice appreciated.

A file will become "pinned" (clogged up) very quickly due to the sappy hazel wood. It would be better to use a sharp pruning hook or bill hook, like this guy at 1 minute 50 onwards in this video:
